But the idea of exp going only up doesn't measure anything except one's determination to play over and over again (aka grinding).

Fixed. I have removed `tolerance` for now as with that number of users it doesn't make sense.

The goals basically let me predict the income and say "Thanks Tom but I don't have time for this job"
