Why do we have to pay for the mage to come out? not hating im curious how it works i rlly don't know

You have to pay so I can stop taking the assignments and work on a mage instead. Otherwise I am simply doing whatever else can support my living. I am going to deliver the mage anyway - it will just take longer.
The goals basically let me predict the income and say "Thanks Tom but I don't have time for this job"
