It does not work in a "cooldown" way. Every third of your attacks is an arrow, so it rather works in this way:
- melee hit
- melee hit
- arrow
- melee hit
- melee hit
- arrow
...and so on.
This makes it hard enough, because you can't simply spam your opponent with arrows, and you have to be really accurate. Also, arrows can be blocked or kicked (therefore, they can be reversed like knives!).
