Just try to post high quality Ideas, Questions, and Bugs Reports. The problem is when people post the first thing that enters their head, and don't edit their post. If you have an idea, think about how it would effect the current game, how much work would go into implementing it, and whether it would actually make the game better. The 1 idea a week thing is sort of a rule of thumb to try to get people to stop posting stupid shit, or at least less of it.
