Players in CTF can bring the flag into their spawn base?

In my opinion, the fact this is possible itself pretty much scraps the fairness of CTF. If players can bring the flag into their CTF area, there is no competition. The other team cannot reach them (for those that do not know). I would like to stress this point because it lets any player that either does not understand the game or a player that is out to annoy others 'pause' the game in some sort of way, stopping others from continuing to gather the flag.
