Why the death meter keeps increasing all the time in the ruins

Example the counter tells me to kill 1000 and I am with 900 and after a while it increases to 1020 Why does it happen?

I think that if represents how many kills you need till you can get a new symbol next to you name. And it changes because other people are increasing there kills too.
