Chat mute voting

Mute voting in chat.Click "mute" button and choose person. Voting is starting and anyone in chat can decide to mute this person for 20 min and you can use this option if you are signed in and only one use per 1h . Why mute? Swearing,spaming "clean" messages (no text, only space) and some others things but these are basic reasons.

I think that Rez should appoint one or two Mods, that can: temp mute people, delete spam on here, and report things directly with Rez.
