Low quality graphics mode

I would like to be able to toggle on/off a lower graphics setting for older PC's.

Does the game glitches a lot all the time - or just when there are a lot of particles - like running dust and blood?

Well my computer (the acer Travelmate B-115) experiences lag spikes about 2 times per second, even when there's only two or so players near me.

Try overriding software rendering list in Chrome

Basically go to chrome://flags and click enabled under mentioned position.
