Ranked matchmaking is broken

I'm level 3 and it takes 15+ minutes to find a game. It started since I got level 2. When I try to play my friend same problem occurs. He is level 3 as well. We can wait for games 15+ and not find anything...

If we add third account with level 1 to queue we find game in less than 1 minute.

I'm 100% matchmaking algorithm is broken.

Fixed. I have removed `tolerance` for now as with that number of users it doesn't make sense.
