Because their capital is on a small island. They may move it to the mainland if they conquer enough ground. For now it's safer for them to keep it floating and separated from viscious tribes - especially the green one that is going to eat the whole map soon.

The capital is the centre of their controlled territory. Since they have territory south west and north east, it plops it down in the middle.
