Items aren't always getting used

I noticed keys to use items doesn't always work. My friend noticed it first, and I checked on my laptop, computer and second laptop - and this happen to them too. Is it only me and friend or just I have to press Q 1000 times to plant bomb?

There is a slight delay on using items, which I believe was introduced to stop bomb-rope abuse (which was not stopped at all by this, by the way).

Delay is longer than 2 seconds? I didn't knew. I was trying to use bomb as first item I used today.
